Following our successful Electrical Trade Show, we are now holding a Technical Information Evening on Electrical Inspections on Buildings on TUESDAY 28th NOVEMBER 2017 in the VIENNA WOODS HOTEL CORK starting at 5.30 pm until 7.30 pm.

This Seminar will include Live Test Rigs for in depth Meter Readings.

We would like to thank everyone who attended and exhibited at the annual Electrical Trade Show 2017 which took place in the Red Cow Moran’s Hotel on Thursday 31st August. It was a very successful day which was enjoyed by all. We would also like to thank Árachas / Aviva Insurance for sponsoring the Golf on Wednesday 30th August which took place in Killeen Golf Club Kill Co. Kildare. John Brennan was the 2017 Golf Winner.

Pierce Martin the General Manager from Safe Electric / Reci was our opening speaker who gave an excellent account of the Electrical Industry at present. Safe Electric / Reci also gave a Seminar entitled “Changes to Domestic Smoke Detectors & Changes to Cables”,  followed by Quigg Golden who gave a seminar entitled “Government Contracts & New Contracts for Tender” & Wood Communications finished the seminars for the day with the “Importance of Structured Cabling”. Safe Electric / Reci were doing hands on demonstrations throughout the day which was a big hit with the Electricians and Electrical Contractors.

Dear Members

 

Many members have shown concern that as Registered Electrical Contractors we were about to be compelled to be further Registered by C.I.R.I. under the control of C.I.F.

 

AECI has made many representations to the Dept. of Environment, now the Dept of Housing & Planning, where we stressed in no uncertain terms, that Registered Electrical Contractors are already stringently policed and certified by Safe Electric / RECI and we would object strongly to any further obligations to be registered by another Government Body or Private Body.

 

The government bodies involved conceded and have made Registered Electrical Contractor exempt from C.I.R.I.

 

Please see wording below, that you can use if and when requested.

 

CIRI Scheme

 

This is to clarify that under the CIRI Scheme, Head 3, which deals with exemptions, Registered Electrical Contractors are specifically exempt as per Head 3 (2) (b) This Act shall not apply to: electrical works to a building undertaken by a Registered Electrical Contractor pursuant to the Electricity Regulation Act 1999.

 

However, those who are carrying out work beyond what is regulated under the Electricity Regulation Act 1999, but covered by the Building Control Acts 1990 to 2014 will need to be CIRI registered for that work 3(1)(a).

 

 

Note:

 

Please see below extract from the general scheme of CIRI, Head 3 which deals with exemptions, as you can see registered electrical contractors are specifically exempt 3 (2)(b). However, those who are carrying out work beyond what is regulated under the Electricity Regulation Act 1999, but covered by the Building Control Acts 1990 to 2014 will need to be CIRI registered for that work 3(1)(a).

 

 

HEAD 3 SECTION 3

APPLICATION AND EXEMPTIONS

To provide that:

3. (1) This Act shall apply to:-

(a) Any builder carrying out building works under the Building Control Acts 1990 to 2014 which are subject to the Building Regulations 1997 to 2017 and which are not exempt under section 3(2).

 

3. (2) This Act shall not apply to: –

(a) building works carried out solely and exclusively by an owner or an occupier involving the construction of a new single dwelling on a single unit development or the extension, alteration or upgrading of an existing dwelling – this exemption does not apply to any contractor or sub-contractor engaged by such an exempt person,

(b) Electrical works to a building undertaken by a registered electrical contractor pursuant to the Electricity Regulation Act 1999,

(c) Gas works to a building undertaken by a registered gas installer, registered with the R.G.I.I. pursuant to the Energy (Miscellaneous Provisions) Act 2006,

(d) Building works undertaken directly by the employees of a public body on a building in public ownership,

(e) Building works undertaken directly by the employees of an Approved housing body on a building under its control,

(f) Building works undertaken directly by the employees of the OPW on a building under its control.

The Construction Contracts Act entered in law on July 25th. It provides new minimum contractual provisions concerning payment arrangements between the parties to a construction contract, subject to some exceptions.

Where payment disputes do arise between the parties to a construction contract, either party will have the right to refer the payment dispute for adjudication, which will be concluded within a set timeframe.

Where the parties cannot agree on an adjudicator, the Chairperson of the Ministerial Panel of Adjudicators will appoint an adjudicator from that Panel to the dispute. A series of training and briefings, to prepare companies for the new legislation is being organised.
